Board of Trustees
The Board of Trustees of the Metropolitan Environmental Trust is comprised of one representative from each member community government. The Board of Trustees meets on the first Thursday of each month and its agendas are posted online in advance of each meeting. Learn more about our Board members below:

Vic Bell, Bixby // Vic Bell represents the City of Bixby. There, he is the Neighborhood Association Coordinator, Oklahoma Municipal Assurance Group Safety Coordinator for the City of Bixby, and Community Relations Spokesperson for Bixby Public Works Authority, and has been with the City of Bixby for five years.
Craig Thurmond, Broken Arrow // Craig joined the Board of Trustees in July, 2011 and is the vice-mayor of Broken Arrow.
Charlene Lawrence, Claremore // Charlene began working for The City of Claremore in 2005 as the Industrial Pretreatment/Stormwater Manager. Prior to that, Charlene spent two years with the City of Broken Arrow/OMI, Inc. in the Industrial Pretreatment Department, and eleven years at the Environmental Laboratory now known as Green Country Testing. The City of Claremore’s goal is to educate the public on our role in the sustainability of Claremore’s natural resources and provide the capability of recycling to all citizens. We want to be conscientious of the impact we have on the environment. Claremore is very proud of the MET and its efforts and is honored to be a member.
Pam Polk, Collinsville // Pam became the city manager for the City of Collinsville in July 2005 after serving Mangum, Oklahoma for eight years, including three years as city manager. Ms. Polk holds a Bachelor’s in Business Administration/Management and a Master’s of Administrative Studies. Pam is currently chairman of the Oklahoma Municipal Assurance Group and a Board Director for the Municipal Electric Systems of Oklahoma. Ms. Polk is the only female city manager in Oklahoma to be credentialed through the International City/County Management Association. She currently serves on the MET Fundraising Sub-Committee and the Management Committee. Pam is proud to participate in the MET regional efforts to Reduce, Reuse and Recycle!
Kathleen Easley, Coweta // Kathleen has been with the City of Coweta since 2006 and a member of the MET’s Board since 2008. Coweta opened a MET recycling center in 2009 and is continuously promoting and encouraging recycling in the community.
David Tillotson, Glenpool // David Tillotson is Assistant City Manger for the City of Glenpool and has worked in city/county government since 1993. He began serving as a MET trustee in January of 2008. He also serves as President of the Friends of The MET, Inc. David looks forward to expanding the presence of The M.e.t. and recycling programs within the Glenpool community.
Robert Carr, Jenks // Robert Carr has been involved in municipal engineering and operations in the region for over 20-years. He is now City Engineer/Public Works Director for the City of Jenks. Robert has served on MET Board of Trustees for many years both for the City of Owasso and the City of Jenks and was name Chairman as of July 1, 2010. He also serves on the MET’s Management and Finance Committees and is Secretary of Friends of The MET, Inc. Jenks opened its recycling center in July of 1993.
Tim Doyle, Owasso // Tim Doyle has served as the General Services Superintendent of Public Works in the City of Owasso for over six years. He has responsibilities over the Recycle, Refuse, Streets, Stormwater, and Cemetery operations. He was appointed to the Metropolitan Environmental Trust Board of Trustees on October 16, 2007. He currently serves as the Finance Committee Chairman and is a member of the Fundraising Sub-Committee. He was an accountant for the ONAN Corporation for 12 years before moving to Oklahoma in 1987. He graduated from Rhema Bible Training Center in 1989 and worked for Rhema Bible Church for 12 years before joining the City of Owasso.
Vernon Smith, Sand Springs // Vernon is a veteran of 34 years of service to the City of Sand Springs. Almost 30 years ago, when landfill capacity in the region was facing a critical shortage and there appeared to be no alternatives, Vernon participated in regional meetings seeking to find solutions to that dilemma. Out of those meetings, reducing the volume of waste through recycling became a regional goal, and the MET was birthed. Vernon is pleased that the MET, under the leadership of Michael Patton, has flourished and made recycling a household word in the Tulsa area, and that the member governments take seriously the challenge of further reducing waste volume through recycling. He is proud to participate in that regional effort as the MET Trustee for Sand Springs.
Brett Fidler, City of Tulsa // Brett joined the MET Board of Trustees in July, 2011. Fidler is the Director of Sustainability for the City of Tulsa.
Michael Willis, Tulsa County // Michael Willis is the public information and government relations officer for Tulsa County, where he directs public relations and special projects for the elected officials and departments of the county. He joined the MET Board of Trustees this year. Willis earned his bachelor’s and master degree from the University of Oklahoma. He is on the executive board of Leadership Tulsa, serves as president of the board for Blended Love, Inc., a non-profit that serves children going through divorce. Willis also volunteers his time as a reserve officer for the Tulsa Police Department.
