Composting leaves will be preferable to bagging them when Tulsa starts charging trash customers 50 cents per bag or bundle for yard waste pickup in spring and summer, once the City Council receives and passes the ordinance creating the new trash system.

Michael Patton, executive director of the Metropolitan Environmental Trust and a longtime proponent of composting and mulching yard waste, said, “You can put green waste in your gray cart (in any color of plastic bag) and the city will take it. But if you have additional leaves the city is going to start charging you for them this spring.”

A Tulsa World overview of future Tulsa trash service says, “Whatever space is left in the cart beyond your household waste can be used for bagged green waste. Also, green waste will be collected in bags by the curb for free, November-January. Curbside green waste-bag stickers for February-October will be available from merchants for 50 cents.”

Tulsa Solid Waste Services Manager Eric Lee said, “Every November through January will be ‘free green waste months,’ as the Tulsa Authority for the Recovery of Energy decided leaves, unlike yard clippings, travel everywhere in the wind, creating a mess. TARE wants to encourage people to bag leaves for the curb to keep our city beautiful.”

Under the new ordinance, an unlimited number of tied bundles of tree limbs are still permitted at curbside, during the “free green waste months,” on pickup days. They must be no longer than 4 feet, no wider than 2 feet and weigh no more than 40 pounds each. These are taken without additional charge from November through January, but during the rest of the year each bundle must bear a 50-cent sticker (like those mailed by the city of Tulsa last week). They will also be available for purchase at QuikTrip.
